Northampton County is soliciting electronic bids for the Government Parking Garage Replacement Project located in the City of Easton, Northampton County, Pennsylvania. Bids shall be submitted in PDF format through the Bid/Proposal Submission Portal using the link below. Submissions should be addressed to Jeffrey O’Brien, Northampton County Procurement Office, and must be received no later than 2:00 PM prevailing time on Thursday, December 18, 2025, referencing Bid ID: ITB# 405-2535.
Bids will be publicly opened and read on Thursday, December 18, 2025, at 2:30 PM prevailing time at the Northampton County Government Center, Procurement Office, 2nd Floor, 669 Washington Street, Easton, PA 18042.

A MANDATORY pre-bid conference will be held at Northampton County Government Center, Training Room 1, 669 Washington Street, Easton, PA, 18042, at 9:00 AM prevailing time on Tuesday, December 2, 2025. Attendance by Bidders is mandatory.
Construction will be bid for the following Prime Contract:
Contract No. 1: Early Precast Concrete Construction*
*This contract will be included in a Multi-Prime Contract, which includes separate Prime Contracts for General Construction, Mechanical Construction, Electrical Construction, and Plumbing Construction. These will be bid to the Owner at a later date.
The Project Architect is ALLOY5, 530 West Broad Street, Bethlehem, PA, 18018, 610-419-4055, and the Project Construction Manager is CHA, 1 East Broad Street, Suite 310, Bethlehem, PA 18018, Phone: 610-865-3000.
Contracts 1: To bid on the Project, prospective bidders must obtain the Contract Documents in PDF format directly from CHA by contacting dei@chasolutions.com. Documents will be sent electronically after receipt of the request. Bidders must supply the following information with their request for documents: the contract(s) you are bidding on, company name, contact person, complete address, phone and cellular numbers, and email address. Documents will be available on Monday, November 17, 2025.
Please be advised that this project is subject to the Northampton County Responsible Contractor Ordinance, reference Section 007216A of the Contract Documents to verify compliance and eligibility.
