The U.S. Environmental Protection Agency has adopted a hierarchy of
solid waste activities which calls for reducing the amount of waste generated
as its first priority, reusing or recycling as much of the remaining waste
stream as possible, and relying on ultimate disposal facilities (i.e. landfill
or incinerators) only as a last resort.
