{Public Works} Department of Public Works
The Public Works Department provides necessary services in the areas of capital improvements, parks and recreation, bridge maintenance, vector control, custodial services and building operations and maintenance. The department is divided into the following six divisions:
Administration Director - Steven DeSalva Phone - (610) 559-3197 The Administration oversees the five divisions of the Public Works Department as well as the design, construction and contract administration of capital improvements.
Bridge Division Superintendent- Thomas A. Kohler Phone - (610) 746-1977 Northampton County owns and maintains 115 bridges. The Bridge Division is responsible for yearly inspections, routine maintenance, and managing major reconstruction projects. Additionally, four bridges are jointly owned with Lehigh County, two of which are maintained by Northampton County. The division is also responsible for highway lighting repair and illumination for interchanges on routes 22 and 33.
Parks and Recreation Division Superintendent - Gordon T. Heller Phone - (610) 746-1975 The Parks Division provides for the maintenance, improvement and development of the County's 1300-acre park system as well as grounds maintenance at Gracedale, Governor Wolf Building and the Government Center. The Parks Division also provides recreational programs for County residents.
Following is a list of Northampton County Parks and their location:
A 100 acre community park with picnic pavilions, hiking trails, playground, tennis courts, softball field, and community gardens.

A 23 acre community park located along the Delaware Canal with picnic pavilion, playground, organized group camping (by permit only), and hiking trails.

Minsi Lake Wilderness Area Johnsonville Road Upper Mt. Bethel Township
A 300 acre park reserve with hiking trails, wilderness and wetlands, and a 120 acre lake popular for fishing and canoeing.

Bear Swamp Park & Archery Complex Minsi Lake Drive Upper Mt. Bethel Township
A 180 acre park reserve with hiking trails, wilderness and wetlands, archery complex and organized group camping (by permit only.)

Small picnic area and rest stop.
- Frost Hollow Overlook

Small picnic area and rest stop with scenic view of the Delaware River.
- Nor-Bath Trail
Abandoned Northampton-Bath Railroad East Allen Township
A five mile rails-to-trails walking and bicycle path.
- Weaversville Park (Proposed)
East Allen Township
A 200 acre property acquired by the County in 1996, to be developed into a community park.
- Gall Farm Park (Proposed)
Plainfield Township
A 160 acre property acquired by the County in 2003, to be developed into a community park.
- Totts Gap Properties (Proposed)
Upper Mt. Bethel Township
Parcels comprising 430 acres acquired by the County in 2004 and 2005 from the former Totts Gap Medical Research Laboratory for preservation of open space and a greenway connecting Lake Minsi / Bear Swamp County Parks with the Delaware Water Gap National Recreation Area.
Vector Control Division Superintendent - Edward Firman Phone - (610) 746-1983 (office) (610) 216-6049 (cell) Vector Control conducts mosquito abatement, and disease bearing pest control programs. Mosquitoes transmit diseases, therefore the goal is to minimize this health threat by monitoring and controlling the disease transmitting mosquito population at its point of origin. Mosquito breeding grounds, including snow pools and swamps, are identified, monitored and treated continually with insecticides to prevent hatching. The division also coordinates black fly and gypsy moth abatement programs with the PA DEP on an as-needed basis.
Custodial Services Division Superintendent - Henry C. Kemmerer Phone - (610) 559-3012 Custodial Services provides housekeeping and janitorial services, and weekends and after hours building security personnel for County facilities. The division's staff provides around-the-clock presence at the Government Center and Governor Wolf Building.

Operations and Maintenance is responsible for minor improvements, preventative maintenance and repair of all County buildings and equipment, including electrical, mechanical, plumbing, heating, ventilating, and air conditioning systems as well as carpentry and masonry repairs.
